On April 10, A major China-Europe clean energy initiative broke ground this week in Lingwu City, marking a significant step forward in global renewable energy collaboration. The RMB 6.5 billion project, led by Vutura (Yinchuan) Technology Co., will establish an integrated solar manufacturing base and a large-scale photovoltaic power plant.

“This project aligns perfectly with the global shift toward clean energy—and it's a great example of what’s possible when China and Europe work together toward a greener future,” said Lin Chen, CEO of Vutura Group. “We’re betting on the large-scale application of perovskite technology to push the boundaries of what solar power can do.”

The project will roll out in two phases. The first phase, with an investment of RMB 2 billion, will include a 5GW high-efficiency solar module facility and a 500MW perovskite pilot line. Phase two will bring an additional RMB 4.5 billion investment to build an 8GW HJT (heterojunction) solar cell plant. Once fully operational, the project is expected to generate around RMB 4 billion in annual revenue, giving a substantial boost to the local economy. It also marks Lingwu’s entry into photovoltaic cell production, helping to complete the city’s green energy supply chain and shift solar manufacturing toward more high-value segments.

The launch is part of Lingwu’s broader push to brand itself as an “energy city,” with a focus on green power, green hydrogen, and circular industries. The city is steadily moving toward an integrated model of wind, solar, thermal, storage, and hydrogen development, while ramping up efforts to attract investment and modernize its industrial base.
